Texas

Before loading, a household-goods carrier must give a written proposal stating the maximum amount the shipper could be required to pay (binding or not-to-exceed).
A licensed mover must also provide a moving services contract before loading. Do not rely on verbal agreements.
Licensed movers must provide the official Your Rights and Responsibilities When You Move in Texas information sheet before loading.
Additional charges after the contract is signed require written agreement by both parties.

Washington

Intrastate household-goods movers operate under UTC Tariff 15-C minimum and maximum rates. Companies choose rates inside those limits, so costs differ by company.
Carriers must provide a written binding or non-binding estimate before the move. A non-binding estimate is not a ceiling except that official guidance caps the final cost at no more than 25% above that estimate.
Household goods carriers must give customers the Consumer Moving Guide.
Moves of 55 miles or less are generally hourly; moves of 56 miles or more are generally weight-and-distance.

Colorado

Colorado law requires a PUC permit to operate or advertise as a household-goods mover in intrastate commerce (C.R.S. 40-10.1-502).
